Paris Agreement Global Goal On Adaptation

Continuing to treat adaptation as a purely domestic concern undermines the vision of the Paris Agreement and prevents us from taking advantage of the benefits of multilateralism to pursue it. Adaptation to climate change is in our interest and building a resilient world for all is a common goal. It is time to create a new type of cooperation in the field of adaptation. But in reality, the effects on climate – and the effects of adaptation measures themselves – are flying beyond national borders and advancing systemic risks around the world. It is time for us to plan for an appropriate adaptation. A multilateral approach to adjustment is not a guarantee of a fair or equitable outcome. Transparent and inclusive approaches to global adaptation negotiations are essential and the results of adaptation at all levels should be equitable and leave no one behind. This requires particular attention to the cross-border effects of climate change and adaptation in multilateral processes, so that inequalities through adaptation do not increase. Donor countries must recognize that adaptation is not an isolated issue and that their support for the efforts of other countries should not be compromised by the impact of their policies on trade, finance, migration or security (e.g.). The Sustainable Development Goals provide a framework to address this issue. The authors invite the ad hoc working group on the Paris Agreement to create a standing agenda item to provide these bodies with additional guidance in the implementation of their work. This would contribute not only to the implementation of the adaptation measures of the Paris Agreement, but also to the coherence of adaptation measures and help the countries and people most vulnerable to climate to benefit most from these new commitments.

Such recognition could provide an urgent impetus to solving the global adaptation challenge. Genuine substantial cooperation to reduce common climate risks is not only lacking in practice, but is rarely articulated as a goal. So what could a multilateral approach mean to achieve the overall adjustment target? However, since 2015, little progress has been made in translating this goal into concrete action. Despite our increasingly hot world, adaptation does not receive the political attention it deserves and does not generate financial investments commensurate with the magnitude of the challenge. Could the current calls for a revival of multilateralism, championed by the UN Secretary-General and others, also mark the beginning of a new era of adaptation – an era marked by global cooperation and the spirit of solidarity that should inspire the goal? In this report, CARE, ActionAid and WWF make nine important recommendations to accelerate adaptation measures for 2018, which is an important political milestone on the climate policy agenda. This ambitious timeline is needed to support urgent implementation to protect the most vulnerable and achieve the GGA goal.
